Yet, beyond its global dimension and the multiplicity of inter- and supranational legislation on this matter, on a national level, counterterrorism legislation is also often closely linked with the traces of domestic history and its specific demands. In this issue, Svetlana Tyulkina offers an in-depth analysis of the Spanish counterter- rorism framework by taking a closer look at the 2002 law on political parties which aimed at banning the political influence of the ETA. Looking back at its first ten years of exist- ence, Svetlana not only doubts its effectiveness but also argues that both the system of constitutional protection of political freedoms in Spain as well as the established stand- ards of constitutional review of anti-terrorism legislation have been modified signifi- cantly. A timeless, yet never outdated topic in human rights protection is raised by Pedro Tenorio. Comparing freedom of communication in the jurisprudence of the US Supreme Court and the European Court of Human Rights in particular in view of standards devel- oped in the Courts' defamation cases, Pedro especially criticizes the lack of protection given to public figures. Finally, Enver Hasani, President of the Constitutional Court of the Republic of Kosovo, gives a profound analysis on the role and position of the Head of State in the Republic of Kosovo and discusses the degree of its constitutional protection. We are honored that he decided to share his most interesting piece with our readers. Human rights topics are also in the centre of this issue's Developments Section. Judg- ments on procedural guarantees, the prohibition of panhandling in public areas, and the determination of citizenship after (supposed) birth through full surrogacy abroad are being discussed. Also, we would like to allude to In6s Castanheira Pinto's article on the role of corpo- rate social responsibility against the backdrop of China's rising impact in Sub-Saharan Africa and the use of child labour.
