Why are individuals, states, transnational corporations, and other entities interested in developing areas of the universe that involve great risk to the developers in terms of human and financial costs, especially when there are many areas eager for investment and ripe with potential on the planet itself? There are varied answers, of course, from the adventurous explanation used for mountain * Lara L.
