PROCEEDINGS OF THE EXECUTIVE COMMITTEE OF THE INTER- NATIONAL UNION OF AMERICAN REPUBLICS. The Executive Committee of the International Union of American Republics met in the Diplomatic Reception Room of the Department of State on Monday, May 6, 1901. The meeting was called to order by Hon. l)AVID J. HiLL, Acting Secretary of State, Chairman. The other members present were: Senfor Don CARLOS MARTINEZ SILVA, Minister of Colombia. Sefnor Don JOAQuIN BERNARDO CALVO, Minister of Costa Rica. Sefnor Don Luis FELIPE CARBO, Minister of Ecuador. The Acting Director of the Bureau, Mr. WILLIAMS C. Fox, was also present. The Acting Director communicated to the Committee the death of Dr. HonAcio GUZxkN, late Secretary and Acting Director of the Bureau of the American Republics, and stated that by direction of the Execu- tive Committee he had been designated to act temporarily as Secretary and Acting Director from the 24th of April, 1901. The Minister of Costa Rica offered the following resolution expres- sive of the sorrow occasioned the Executive Committee by the lament- able loss of Dr. GUzMAN, which was unanimously adopted: Whereas, the Executive Committee of the International Union of American Republics has heard with profound regret of the death of Dr. HoRAcIo GUZMAN, Secretary and Acting Director of the Bureau of the American Republics; and Whereas, Dr. HoRAcIo GUZMAN, both as Delegate from Nicaragua to the International American Conference, held in Washington in 851
