                    THE VESTAL BILL

                  H. R. 6688-H. R. 11988

The Trade-Mark Bill, known as H. R. 6683, introduced by
Mr. Vestal, Chairman of the House Committee on Patents, on
December 9, 1927, was a modified draft of the bill that has been
before Congress in sundry forms for upwards of three years
(Bulletin, Vol. 20, pp. 239-286; Vol. 22, pp. 1-46.)
Under date of January 23, 1928, another trade-mark bill,
S. 2744, was introduced by Senator Walsh, of Massachusetts, and
referred to the Committee on Patents of the Senate. This bill was
sponsored by the Boston Patent Law Association, and drafted by
Mr. Stoughton Bell, of Boston, a Director of this Association. It
embodied substantially the provisions of the Vestal Bill, omitting
or modifying those features of previous bills to which objections
had chiefly been made. A hearing on the Vestal Bill was noticed
before the House Committee on Patents for Friday, March 9, 1928,
at 10 o'clock. The Commissioner of Patents called a conference
for the preceding day at his office, which was attended by Com-
missioner Robertson, one of the law examiners, and the Examiner
of Trade-Marks in the Patent Office, by representatives of the
American Bar Association, proponents of the Vestal Bill, and by
representatives of organizations that have hitherto opposed or
criticized the bill, to wit, the American Patent Law Association,
the Boston Patent Law Association, the New York Patent Law
NoTE:-The publication of this issue has been somewhat delayed in
order that any important changes in the Vestal Bill resulting from the
hearing held March 30-31 might be incorporated in this article.-ED.
