Signed at Washington April 2, 1940.
Ratification advised by the Senate of the United States November
26, 1940.
Ratified by the President of the United States December 20, 1940.
Ratified by His Majesty the King of Great Britain, Ireland and
the British Dominions beyond the Seas, Emperor of India, in
respect of the Union of South Africa October 18, 1940.
Ratifications exchanged at Washington March 11, 1941.
Proclaimed by the President of the United States March 18, 1941.
