2T4.1, 3D1.2, and 5E1.2, and Appendix A (Statutory Index), and the emergency promulgation
of �2C1.8. This document, used in conjunction with the 2002 Guidelines Manual (dark teal
cover), constitutes the operative Guidelines Manual effective January 25, 2003.
