 INVESTIGATION OF THE LOCAL
 SERVICE CLASS SUBSIDY RATE                                Docket 25659

                     SUPPLEMENTAL ORDER TO SHOW CAUSE

     On July  13, 1973, the Board adopted Order 73-7-59 (Order) directing

 each of the parties to this proceeding to show cause why the Board should

 not adopt the annual subsidy need set forth therein and incorporate such

 need in the local service class subsidy rate to be established in this

 proceeding. In the Order,the Board deferred coverage  pertaining to

 the specific formula components and their application to the subsidy needs

 of the local service carriers.

     Subsequently, the eight carrier parties to this proceeding  filed

timely notices of objection and answers to the proposed subsidy  level

and to various components and adjustments which support the findings

thereto.1/

     The carriers' responses, while favoring continuation of the class

rate concept for the local service industry, raise issues covering a broad
