Application of

  TRANS INTERNATIONAL AIRLINES, INC.                   Docket 33242

for an exemption pursuant to section
416(b) of the Federal Aviation Act
of 1958, as amended


                         ORDER GRANTING EXEMPTION

     By application filed August 21, 1978, Trans International Airlines,
Inc. (the applicant) requests an emergency exemption from sections 401
and 403 of the Act in order to operate on or about September 6, 1978,
one charter flight from New Iberia, Louisiana, to Dar es Salaam, Tanzania,
on behalf of Heifer Projept International.

     In support of its request the applicant states that the purpose
of the flight is to transport 115 holstein heifers, weighing 93,000
pounds, from Louisiana to Tanzania in order to deliver U.S. Agency for
International Development breeding stock to the Tanzanian Livestock
Development Authority. The applicant states that it will use a DC-8
aircraft at the charter price of $112,000; and that operation of the
charter will have none of the results set forth in section 312.9(a)(2)
of the Board's Procedural Regulations.

     No answers were filed in response to this application.

     We have carefully considered the allegations set forth in this
application, and we find that the proposed operation is consistent with
the Board's charter regulations, that it is in the public interest, and
that we should grant an exemption from sections 401 and 403 of the Act.
