NOTICE

On December 5, 1977 Administrative Law Judge Richard V. Backley
issued an initial decision in the above-captioned proceeding. The
parties have not filed petitions for discretionary review and the
Board has decided not to review the decision. Accordingly, the initial
decision will become effective as the final order of the Board on
January 4, 1978. It will be identified as Order 78-1-1.
