                         ORDER DISMISSING COMPLAINT

     By tariff revision l/ issued June 3, and marked to become effective
July 7, 1976, Eastern Air Lines, Inc. (Eastern) proposes to adopt certain
rules governing the acceptance and carriage of live animal shipments.

     Eastern proposes to join, with certain exceptions, an existing rule
in effect for Braniff Airways, Inc. (Braniff), Continental Air Lines, Inc.
(Continental),and Western Air Lines, Inc. (Western). This rule includes
requirements pertaining to acceptance, packing, marking and documentation
cf live animal shipments; labelling and marking containers; health certif-
icates; handling, feeding and watering; special services; and distosition
of undelivered animals.

     A complaint requesting suspension and investigation of the carrier's
proposal was filed by the Animal Shipper Parties (ASP), which consists of
a number of organizations that ship and market live animals. The complaint
