                        ORDER TO CEASE AND DESIST

     Pursuant to the provisions of the Federal Aviation Act of 1958,
as amended (Act), the Bureau of Enforcement (Bureau) has conducted an
investigation and as a result thereof has informally charged that
Reeve Aleutian Airways, Inc. (Reeve) has violated section 403(b) of
the Act and section 223.2 of the Board's Economic Regulations
(Regulations), by furnishing free air transportation to persons not
eligible therefor.

     Reeve represents that it has discontinued the practices com-
plained of and that it will not furnish free air transportation to per-
sons not eligible therefor in the future. For the purpose of settling
this proceeding, Reeve has entered into a Stipulation of Facts and
Consent to the Issuance of an Order to Cease and Desist which is in-
corporated herein by this reference.

     On the basis of the foregoing and upon the stipulated facts, the
Board finds as follows:

     1.  Reeve was at all times mentioned herein and now is an air
carrier within the meaning of section 101(3) of the Act.

     2.  Reeve furnished free air transportation to the Navy League by
transporting Mr. and 'Mrs. Carroll A. Oliver round trip between the points
Anchorage, Alaska and St. Paul Island, Alaska departing on July 21, 1972
and returning on July 23, 1972 pursuant to Reeve's air ticket number
3383-24598, issued January 7, 1972.
