                                 ORDER

     By Order 79-11-15, November 1, 1979, we instituted this proceeding
to consider whether the applications of Alaska Airlines, Northwest
Airlines and Sea Airmotive to provide service to various communities
in the state of Alaska are consistent with the public convenience and
necessity. In their petitions for reconsideration, Alaska Airlines,
Northwest and Sea Airmotive urge us not to set the case for an oral
evidentiary hearing and reverse our earlier decision. We are now
considering their arguments. In order to afford ourselves additional
time to consider their views and to avoid proceedings before an
administrative law judge that might be rendered moot by our subsequent
decision, we are staying the effectiveness of Order 79-11-15 until
such time as our Order on Reconsideration is issued.

     ACCORDINGLY:

     1. We stay the effectiveness of Order 79-11-15, November 1, 1979,
instituting the Intra-Alaska Service Investigation, until such time
as a Board Order on Reconsideration is issued.
