                       FERGUS FALLS, MINNESOTA
                       The Department tentatively reselects Great
                       Lakes Aviation, Ltd., Inc., to provide small
                       community air service at Fergus Falls,
                       Minnesota, for the two-year rate term from
                       July 1, 1994, through June 30, 1996;
                       The Department tentatively sets the final rate of
                       compensation for Great Lakes Aviation, Ltd., for
                       the provision of small community air service at
                       Fergus Falls, Minnesota, as described in
                       Appendix C, at $361,290 per year, payable as
                       follows: for each calendar month during which
                       small community air service is provided, the
                       amount of compensation shall be subject to
                       the ceiling set forth in Appendix C, and shall be
                       determined by multiplying the subsidy-eligible
                       available seat-miles flown during the month by
                       $0.5236. Seventy-five percent of this
                       compensation will be paid to the carrier by the
                       U.S. Department of Transportation and twenty-
                       five percent will be paid to the carrier by the
                       City of Fergus Falls, and/or the State of
                       Minnesota;
                       In the event timely objections or competing
                       proposals are filed, the subsidy rate
                       determined in ordering paragraph 2 will be
                       established as a final rate effective July 1,
                       1994, until further Department action;
                       The Department directs all interested parties to
                       show cause within 20 days of the date of
                       service of this order why we should not make
                       final the tentative findings and conclusions set
                       forth above. Objections should be filed
