Docket 47480 for an emergency exemption pursuant to section 416(b) of the Federal Aviation Act of 1958, as amended (Miami-London Heathrow) ORDER Summary By this order, we temporarily exempt United Air Lines, Inc. from the provisions of sections 401 and 403 of the Act in order to provide scheduled combination service between Miami and London's Heathrow Airport effective April 3, 1991, through May 31, 1991. Background Under the recently amended aviation agreement between the United States and the United Kingdom, two U.S. carriers may be designated to serve London's Heathrow Airport. Of these carriers, one may be designated to serve Heathrow from Miami. As of April 3, United and Trans World Airlines will be the two U.S. carriers designated to serve Heathrow. By Order 91-2-5, the Department approved the transfer of several London routes held by Pan American World Airways to United. Pan American retained its right to serve Miami and planned to serve the Miami-London market through Gatwick Airport. American is the other U.S. carrier designated to serve the Miami-London market and currently provides its service through Gatwick Airport. Application By application filed March 25, 1991, United seeks an emergency exemption from the provisions of sections 401 and 403 of the Department's regulations1/ in order to institute Miami-London combination service, to be served through Heathrow Airport. 1/ United seeks exemption from the provisions of section 403 to the extent necessary to sell Miami-Heathrow services pursuant-to Pan American's effective tariffs and to carry traffic already sold by Pan American under such tariffs.
