 Notice of intent of

        MESA AIRLINES, INC.                   Docket 45527

to suspend service at Clovis, NM,
pursuant to section 419 of the
Federal Aviation Act of 1958,
as amended


                    ORDER SETTING INTERIM RATE
                    OF COMPENSATION FOR LOSSES

On March 1, 1988, Mesa Airlines, Inc., filed a 30-day notice of
its intent to suspend its subsidy-free service at Clovis, New
Mexico, effective March 31, 1988. By a succession of orders
beginning with Order 88-3-65, March 29, 1988, the Department pro-
hibited Mesa's suspension of service while the Department sought
proposals from carriers interested in providing essential air ser-
vice at Clovis.

The Department has received a proposal from Mesa Airl ines to serve
Clovis, and the staff of the Office of Aviation Analysis has
negotiated a rate agreement with the carrier based on that
proposal. Nevertheless, it will be some time before we complete
our carrier selection procedures in this case.   Since the carrier
filed its suspension notice on March 1, 1988, it is eligible for
compensation beginning March 31, 1988. Accordingly, we will
authorize an interim rate of compensation of $133,651 on an
annualized basis, based on the staff's rate conference results,
effective March 31, 1988, until further Department action. (See
Appendix A to this order.) This rate is contingent upon the
carrier's offering two nonstop round trips per weekday and per
weekend between Clovis and Albuquerque with the first round trip
scheduled to originate at Clovis each weekday and each weekend.
See Appendix B to this order for a complete statement of the
essential air service to be provided by Mesa Airlines at Clovis.

This order is issued under authority assigned in 14 CFR 385.14(b).

ACCORDINGLY,

1. The Department sets the annualized interim rate of compensa-
tion for losses incurred in the provision of essential air service
as described in Appendix B to this order by Mesa Airlines, Inc.#
