                              ORDER


The regulations governing the operation of airline-owned computer
reservations systems (CRS's), 14 CFR Part 255, were adopted by
the Civil Aeronautics Board on July 31, 1984, and became
effective on November 14, 1984. In developing the CRS, oles, the
CAB directed the five airline vendors that owned and'operated
CRS's 1/ to submit special reports containing information
relevant to a number of CRS issues. Order 83-8-105 (August 26,
1983). The Department has retained that information in Docket
41663.

Despite promulgation of the CRS rules, questions have been raised
about the potential for CRS vendors to exert market power and
thereby influence competition in the airline industry. Non-
vendor carriers claim that vendors continue to charge excessive
access fees to airline participants, and use improper tactics to
gain so-called incremental airline passenger revenues at the
expense of their airline competitors. In addition, some travel
agents have complained that CRS vendors are attempting to
