public convenience and necessity.



                   ORDER DENYING PETITION FOR ORDER
                            TO SHOW CAUSE


     On October 28, 1968, Allegheny Airlines, Inc., filed a petition
requesting an order to show cause or in the alternative an immediate
hearing on its application for Indianapolis-Minneapolis/St. Paul non-
stop authority.

     Answers in support of the petition have been filed by the Indianapolis
Airport Authority and Chamber of Commerce, the Minneapolis-St. Paul
Metropolitan Airports Commission, the Aviation Division of the Ohio
Department of Commerce and Allegheny County, Pennsylvania. Answers in
opposition were filed by the City of Dayton and the Dayton Area Chamber
of Commerce, North Central, Northwest, and Ozark.

     We have decided to deny Allegheny's petition for an order to show
cause or an immediate hearing. Upon consideration of the pleadings and
all the relevant facts we are unable to conclude that issuance of an order
to show cause or setting Allegheny's application for immediate hearing
would be appropriate.

     ACCORDINGLY, IT IS ORDERED THAT:

     The petition of Allegheny Airlines, Inc., for an order to show cause
or for an immediate hearing in Docket 20414, be and it hereby is denied.
