System In Section 503 of the Foreign Relations Authorization Act for Fiscal Year 1978, Congress requested a report from the Presi- dent on recommendations for reform and restructuring of the United Nations system. At the request of the President, the Department of State pre- pared a detailed analysis of the various reform proposals, as well as the Department's recommendations for future courses of action. The following documents are the President's report to the Congress, sent March 2, 1978 to the Speaker of the House and the Chairman of the Senate Foreign Relations Committee, and its attachment, the Report of the Secretary of State to the President.
