Jones, Chairman of the Committee on the Budget, U.S. House of Representatives, and Robert C. Brown, Tax Foundation's Executive Vice President, illustrates the magnitude of the problems involved in reaching Congressional agreement on a budget for fiscal year 1984 and beyond. Chairman Jones's letter: The budget process is about to begin one of its most crucial phases, namely, the formulation and passage of a conference agreement on the First Budget Resolution for Fiscal Year 1984. The House passed its version on March 23, and the Senate expects to complete its version in the next few days. Although I do not know exactly what budget decisions the Senate will make, I am certain there will be substantial differences between the House and the Senate. These differences will not be easy to reconcile and unquestionably the Conference will be difficult. While you and I may have disagreed on specific components of -a budget plan for our Nation, I believe we are united in our desire to promote a healthy economic recovery for our country. The shape of the final budget proposal to emerge from conference will play a role in our economic recovery, and within the limitations of the conference committee, I hope you will give me your best judgment on the course we should follow. It would be extremely useful to me and other members of the conference if you would inf6rni my staff as to your group's position with respect to the issues that affect your interests. In the next few days, I hope you will contact us with regard to your views. Mr. Brown's reply: The Tax Foundation is pleased to respond to your request for our best judgment on the policy course embodied in the House-passed Budget Resolution for fiscal year 1984 and beyond. We have the highest regard for your commitment to better government and dedication to sound and responsible Federal spending and tax policy. In commenting on the Budget Resolution it is important to distinguish between the specific policy framework adopted for fiscal year 1984 and the implicit policy course in the so-called out-years, 1985-88.
