We pay high for our law enforcement-more in cash per capita than does any
other part of the world, and our police enjoy compensation scales, disability
benefits and retirement pensions having no parallel elsewhere. In return for
such costly standards in the conditions of employment, there is a natural
expectation of more and more police efficiency.
