The subject of improving Congressional budgetary procedures and controls is one in which the Tax Foundation has had a continuing and keen interest for many years, as demonstrated by many studies and pub- lications. This report supplements two such studies published by the Foundation in 1973 - Spending Control Issues and the U.S. Budget (Government Finance Brief No. 22) and Congress and the Federal Budget (Government Finance Brief No. 23). The first supplementary report, pub- lished in March 1974, dealt with Spending Control and the House Com- mittee Structure.
