Dear Emil:

I have your letter in reference to selecting
delegates to National conventions and am ashamed to tell
you that I do not know whether there has been any change
since the enactment of Chapter 10 of the Consolidated
Laws of 1930. I do not think that there has, but I don't
like to have you rely upon my casual knowledge.

I would suggest that you drop the questionnaire
to William J. O'Shea, 331 Madison Avenue, New York City,
who is counsel to the State Committee and who would be
thoroughly able to answer you.

By the way, it might interest your friend,
Gallup, to know that his polls have reached such a point
of prestige as to be cited in argument before the Supreme
Court. I am inclosing a brief showing the use that we
made of them in connection with the Child Labor argument.
You will find them referred to at page 33.
