WE FURTHER CERTIFY that all the Laws and Resolutions con- tained in this volume, which by their terms contain emergency sec- tions, took effect and were in force from and after their passage and approval, unless the effective date thereof is otherwise expressly pro- vided therein; and that all the Laws and Resolutions contained in this volume, which by their terms do not contain emergency sections, take effect and are in force ninety (90) days from and after the final adjournment of the aforesaid legislative sessions, unless a later ef- fective date is otherwise expressly provided. WE FURTHER CERTIFY that the 2002 First Extraordinary Ses- sion of the Forty-eighth Legislature adjourned sine die on November 18, 2002 and the First Regular Session of the Forty-ninth Legisla- ture adjourned sine die on May 30, 2003.
