The Senate met in extraordinary session, pursuant to the call issued in accordance with section 8 of Article III of the Constitution of the state of Ohio, by the Governor, as follows: In the Name and by the Authority of the State of Ohio: EXECUTIVE DEPARTMENT, PROCLAMATION. In pursuance of the pover vested in the Governor by the Constitu- tion of the State of Ohio, I, HARRY L. DAVIS, as Govertr of said State, do hereby convene the Eighty-fourth General Assembly of Ohio, at the State House, in Columbus, at io:oo A. M., on Monday, July 170h, for the purpose of considering legislative measures which now impera- tively require action. The provisions of the State Constitution, empowering the Governor to call the Legislature into special session, specify that The Governor on extraordinary occasions may convene the General Assembly by proclamation and shall state in the proclamation the purpose for which such special session is called, and no other business shall be transacted at such special session except that named in the proclamation, or in a subse- quent proclamation or message to the General Assembly issued by the Governor during the said special session. In view of this restrictive provision of matters to be taken up by the General Assembly when in special session, this call is required to set out in specific detail the subjects which may so be considered by the forth- coming session. It is desirable in consequence that there be coupled with the call at the same time, a full recital of the conditions which give rise to the special need for prompt legislative action, together with'the recommendations of the Executive Department of government, so that both the people of the state and the members of the General Assembly may at once be fully advised of the facts, and the wishes of the former be reflected in the action of the latter in the forthcoming special session. The purpose of the extraordinary session will be to have the Gen- eral Assenibly consider: First: Situation presented by anticipated insufficiency of bonus bond issue to allow payment of all ex-service men's claims.
