The Governor's vetoes were overridden by the General Assembly at the 2004 Regular Session. Article 5, Section 14 of the Indiana Constitution requires bills that become law under such circumstances to be treated as laws of the session in which they originated. Because Public Laws 281,282, and 283 of 2003 could not be published with the other 2003 session laws, those Public Laws have been included at the beginning of this volume.
