TO THE MEMBERS OF THE FLORIDA SENATE AND
HOUSE OF REPRESENTATIVES:
WHEREAS, at a previously called special session of the Legis-
lature, a one hundred twenty (120) day moratorium on increases
of automobile insurance rates was enacted in order that the
Legislature might review existing laws and regulations, and
WHEREAS, tile said one hundred twenty (120) day moratori-
um will expire on February 8,1971, and
WHEREAS, an interim solution to the automobile insurance
problems of the State must be found before the moratorium
expires, and
WHEREAS, a more lasting solution to the long-range problem
could be proposed by a study commission, and
WHEREAS, I find that it is in the best interest of the people
of the State that the Legislature be convened forthwith;
NOW, THEREFORE, 1, Reubin O'D. Askew, Governor of the
State of Florida, by virtue of the power and authority vested in
me by Section 3, Article III of the Constitution, do hereby con-
vene the Legislature in special session at the Capitol for three
(3) (lays beginning at 10 a.m. on Wednesday, January 27, 1971,
and ending at 5 p.m. on Friday, January 29, 1971.
This call is for the sole and exclusive purpose of considering
the adoption of legislation to assure that adequate automobile
insurance protection be available to the citizens of Florida at
reasonable prices. More specifically, this call is for the purpose
of seeking an interim solution to the problem, pending the de-
velopment of a more permanent and broad program of automo-
bile insurance reform.
