An A& for inflituting, defining and regulating the Office of Comptroller of the public Accounts. B E it enaTed by the Governor, C'oucil, and Reprefentatives in General Court affevbled, ant by the authority of the faie, That there fhall be annually appointed by the General Affembly, a Comptroller of all public ,accounts of this State, with power to appoint from time, to time one Clerk, or more if nece~ffry, to aflilt him ii his office and duty. That the faid Comptroller (hall have power to fuperintend, all matters that refpe the fubjea of the finances of the State, and lhall advife as to ,,e mode of keeping, ifating, adjufting, and liquidating the public ac- :otnts, fubjeet to the controul, and order of the General Affemblyj and hall take fuitable care, that the regular, and neceffary checks, in the mode Of keeping accounts, be inflituted and maintained ; and lay before the Legiflature, at the opening of each Scfflions, fuch plans, and calculations, as in his opinion may be expedient, for leffening the public expenfes, for ufing and improving the public monies to the bell advantage, for promo- Sting frugality and ceconomy in the public expenditures, for fupporting the crelit of the State, and in general, for tie well ordering, and regulating the bufinefs of his department. 2.. ,359 Comptroller to be annual- 11, appointed, To fperin- tend the fi. nance5.
