Subtitle AN ACT TO AMEND PORTIONS OF ARKANSAS LAW PERTAINING TO THE ARKANSAS BUILDING AUTHORITY. BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS: SECTION 1. Arkansas Code § 6-21-109 is amended to read as follows: 6-21-109. Rules and regu-ations governing public works projects. (a) The State Board of Education, after consulting with Arkansas State Building Rerwees Authority and any other entities, shall establish rules and regulations applicable to public educational entities for all public works projects where the public educational entity uses its own employees or acts as a general contrac- tor. (b)(1) As used in this section, public educational entities means Arkansas public school districts, char- ter schools, educational cooperatives, or any publicly supported entity having supervision over public edu- cational entities. (2) Public educational entity does not include institutions of higher education. SECTION 2.
