WASHINGTON M504-8071 FOR IMMEDIATE RELEASE OLYMPIA, February 1, 1988 -- The office of the Attorney General, in an opinion issued today, has concluded that grants for local education enhancement provided for by the Legislature in the 1987-89 budget are levy reduction funds for the purpose of calculating the maximum amount of money that a school district say levy for maintenance and operation support. The opinion result will affect only school districts with maximum levy percentages above 20 percent. In the 1987 session, the Legislature appropriated $49,500,000 to provide a grant to each school district to enhance a number of now or existing programs, including dropout prevention and retrieval programs, drug and alcohol abuse programs, and early childhood development programs. Representative Daniel Grimm asked for an opinion on whether the local education program enhancement funds were Nlevy reduction funds.' Grimm is Chairman of the House Ways and Means Committee. 'The term 'levy reduction funds' is defined in the new levy lid law,' Attorney General Eikenberry said. 'Ne looked very closely at this statutory definition. (more)
