I have your letter inquiring: (1) whether an Illinois county may secede from the State of Illinois and join another state; (2) if the answer to the first question is in the affirmative, what is the process for applying for or enabling the county to secede; and (3) if the answer to the first question is in the affirmative, whether there is a process for estimating the value of current State of Illinois assets such as parks, buildings, and highways found in the county. For the reasons stated below, it is my opinion that non-home-rule counties, such as Jersey County, do not have the authority to secede from the State of Illinois and join another state.
