I have your letter inquiring whether the charge to which former State Representative Luis Arroyo, a member of the General Assembly Retirement System (GARS), pled guilty is a felony relating to or arising out of or in connection with his service as a member as that phrase is used in section 2-156 of the Illinois Pension Code (the Pension Code) (40 ILCS 5/2-156 (West 2020)).
