C. §6804(b), and whether an individual employed by a temporary employment agency and working in the Department under a contract between the Depart- ment and the employment agency is eligible under the same statute. We conclude that a temporary/seasonal employee may serve legally as the ex officio panel member under 18 Del. C. §6804(b), but that an employee of an employment service may not. Eighteen Del.
