McCARROLL Deputy Attorney General DAVID E. KENNEY has applied for leave to sue MARK M. SKVARNA in quo warranto to remove him from the office of Superintendent of Schools for the Montebello Unified School District. We conclude that the application does not raise a substantial question of law or fact that would be cognizable in an action under Code of Civil Procedure section 803. For that reason, the application for leave to sue is DENIED. BACKGROUND The California Commission on Teacher Credentialing is responsible for determining whether a person possesses the minimum qualifications needed for entry and advancement in the education profession in this State.' As its name suggests, the Commission issues various teaching credentials that allow qualified recipients to provide classroom instruction in the public school system.2 But the Commission also issues services credentials that allow recipients to provide specialized services other than 'Ed.
