It does not reflect changes to the Federal Election Campaign Act (FECA) resulting from the Bipartisan Campaign Reform Act of 2002. All regulatory citations are to Title 11 of the Code of Federal Regulations (CFR), Parts 100-116 and 9001-9039 (1998). Statutory citations are to Titles 2 and 26 of the United States Code (U.S.C.). Individuals and organizations involved in the activity specifically ad- dressed in an AO (or in an activity that is materially indistinguishable) may rely on the opinion for legal guidance.
