and, as such, are not attributable to the Commission.
This report has been prepared by the State Advisory
Committee  for submission to the Commission, and
will be considered by the Commission in formulating
its recommendations  to the President and the
Congress.

Advisory  Committee affords to all individuals or
organizations that may be defamed, degraded, or
