INTRODUCTION

By the Reorganization Act of 1945
(Pub. L. No. 263, Ch. 582, 79th Congress,
1st Session, approved December 20, 1945)
the Congress enacted enabling legislation
for the President, as head of the
Government, to reorganize the executive
department of the Government. Pursuant to
that statute the President filed three
reorganization plans on May 16, 1946.
Under the provisions of the statute these
plans were to become effective unless
acted upon adversely by the Congress
before July 15, 1946. Under such
procedure the Congress rejected Plan No.
1, but adopted Plans Nos. 2 and 3 by
failing to act adversely upon them.
