Note: P.L. 100-456, the National Defense Authorization Act for Fiscal Year 1989, was first passed and sent to the President as H.R. 4264 (Companion Bill S. 2355). The President vetoed H.R. 4264 and the House failed to override the veto. Subsequently, the House and the Senate agreed to H.R. 4481, originally entitled the Defense Savings Act. The final passage of H.R. 4481, occurred after the Senate struck all following the enacting clause and inserted in lieu thereof the text of S. 2749 as passed the Senate, which was originally the National Defense Authorization Act for Fiscal Year 1989. Subsequently, S. 2749, was amended and enacted as the Defense Savings Act (Base Closure), P.L. 100-526.
