resentatives (H.R. 776) entitled An Act to provide for im-
proved energy efficiency do pass with the following
AMENDMENT:
Strike out all after the enacting clause and insert:
1 SECTION 1. SHORT TITLE; TABLE OF CONTENTS.
2 (a) SHORT TITLE.-This Act may be 'referred to as the
3 National Energy Security Act of 1992.
