During both the 78th and the
79th Congresses, resolutions were passed
establishing a Joint Committee on the
Organization of Congress which would
study the organization and operation of
the legislative branch of the National
Government, and on the basis of its
findings would recommend improvements in
the functioning of the Congress of the
United States.
In the 78th Congress no bill was
reported out of the Joint Committee.
In the 79th Congress, however, bill
S. 2177 was enacted into Public Law No.
601, approved August 2, 1946. This law
provides for a complete reorganization'.

in this general reorganization act are
the provisions of the Federal Regulation
of Lobbying Act (Title III) and the
Federal Tort Claims Act (Title IV).
