of a system governing the creation and operation of advisory
committees in the executive branch of the Federal Government

This memorandum will briefly explore the purposes of
the Act, relevant legislative history, and current implementa-
tion as it applies to advisory committees to Federal departments

or agencies.-
I. BACKGROUND
A. General Developments -- 1957-1970
The Congressional effort to institute some control
over what it considered an unwieldy proliferation of advisory

ninety days after enactment, on January 5, 1973. The text of
the Act is attached as Appendix A.

3/ The Act applies to Congressional and Presidential advisory
Fommittees or commissions, as well, and creates specific obliga-
tions in the President and Congress to review and supervise the
establishment and use of such committees.
