handle is hein.journals/wnujlmti1 and id is 1 raw text is: WMU JOURNAL OF MARITIME AFFAIRS, 2002, NO. 1, 1 WMU JOURNAL OF MARITIME AFFAIRS Editorial It is my pleasure to announce the establishment and first issue of the WMU Journal of Maritime Affairs which, I hope, will become an effective mechanism for the transmission of fresh ideas and information to a broad audience of professionals in the international maritime transportation sector. Operating under the auspices of the International Maritime Organization (IMO), the World Maritime University's mandate is to provide advanced maritime education and training which focuses on maritime safety, the marine environment and shipping operations. These are the broad subject areas which the Journal will cover, with special attention to the human element and the impact of technology. The basic objective of the Journal is to present fresh ideas and current thinking on perti- nent issues in these subject areas which are of interest to a wide range of professionals from maritime administration, industry and education world-wide. With due regard to intellectual rigor and academic standards, we shall therefore strive to present ideas and arguments in the Journal which are not unduly esoteric or theoretical. We have been fortunate to assemble an Editorial Board of distinguished maritime practi- tioners and academics from all parts of the world. The Editor and head of the Editorial Board will be Professor Gunther Zade, one of the Founding Fathers of WMU and distin- guished former Vice-Rector and Academic Dean of the World Maritime University. I would also like to mention that the establishment of the WMU Journal of Maritime Affairs - which is published biannually in the spring and fall - is an initiative which is closely linked to the global role and academic development of the World Maritime Univer- sity. As the Association of European Universities (CRE) noted in its 1999 report on the University, the global role of WMU demands that it also provide some form of continu- ous and visible proselytizing on issues related to the maritime industry. We believe the Journal can provide an effective mechanism for this. Likewise, we believe the Journal complements the introduction of the doctoral program and an expanded research program at WMU. Overall, therefore, I am confident that the Journal will provide a valuable ser- vice to WMU and to the international maritime community. Karl Laubstein President/Rector l
