Founded in 1969, the University ofMiami Inter-American Law Review is an extension of Miami's unique position as the gateway to the Americas. Dedicated to recent legal developments in the Western Hemisphere, the University ofMiami Inter-American Law Review publishes articles, book reviews, case notes, comments, current reports, and special features by distinguished authorities twice per year. Past topics include international banking and finance, taxation, international trade and commerce, the oceans and aviation, immigration, and Latin American economic integration. Additionally, the Review publishes articles in foreign languages, including those in Spanish, Portuguese, French, and Haitian-Creole. The University ofMiami Inter-American Law Review itself has over 800 alumni practicing around the world. In addition to publication, the University ofMiami Inter-American Law Review hosts its annual Lawyer of the Americas banquet, which honors a member of the legal community who has demonstrated outstanding and exemplary legal service on a domestic and international scale. Past honorees include federal judges, ambassadors, and prominent legal practitioners. The University ofMiami Inter-American Law Review is available on Westlaw, Lexis, and Hein Online, as well as the University of Miami Institutional Repository website at http://repository.law.miami.edu/umialr/, as well as on our organizational website at http://inter-american- law-review.law.miami.edu. SUBMISSIONS: The University ofMiami Inter-American Law Review invites the submission of unsolicited manuscripts and comments. All manuscripts should conform to the style set forth in the 22d Edition of The Bluebook: A Unform System ofCitation. Authors seeking publication in the University of Miami Inter-American Law Review should submit manuscripts in Microsoft Word format electronically to ialr@law.miami.edu or as otherwise provided at http://inter-american-law-review.law.miami.edu. Although the University ofMiami Inter-American Law Review generally gives great deference to an author's work, the Review retains the right to determine the final published form of every article. Articles should have footnotes with citations that should conform to the 22d Edition of The Bluebook: A Unform System ofCitation. The Review assumes no responsibility for the return of any material.
