And that the work may be useful in inaugurating this new system, by reflecting the cotemporaneous views and decisions of those whose duty it is to adninister its provisions, it will fearlessly discuss all questions that may arise. It will be actuated by a feeling friendly to the success of the new system. It desires to aid in makiag taxation honest.
