Mr. President and Gentlemen of the State Bar Association: The subject of Judicial Delay was much discussed in England some years ago, and at length a meeting was called for the purpose of de. vising some means of relief. A large number of persons were present, and after great debate a bill was there drawn up, which the King, after some persuasion, was induced to sign. The assembly met at a place called Runnymede, and the bill was called Magna Charta. The King declared that justice should be administered without sale, de- nial or delay. The discussion which was had on that occasion seems to have been highly interesting, and must have been conducted with much zeal, and have produced a great impression, for these words are found in the Constitutions of most, if not all, the States of the American Union. They are part of Article I., Section 14, of the present Constitutiori of Alabama. The efect of that debate, however, did not seem to last very well, for some time after that the law's delay was urged as a good ground for suicide. The great man who wrote these words evi- dently supposed that a system of law, greatly differing from that of England (which is, in this respect, a mild form of that of Alabama) prevailed in the world of shades, else he would have known that the
