HE LIED LIYE A GENTLEMAN.
The decision ef the Circuit -Court of Appeals affirm-
ing the conviction of Eqrl Carroll for perjury before
the Grpnd Jury will be extremely helpful in the adminis-
tration of criminal law in our district.    It classifies
lying before the Grand Jury as an e tra-hazardous employ-
ment. The 'ircuit (ourt refuses to limit the oowers
of the Grand Jury by narrow ond tec',nical questions of
materiality.
7his c~se from the very beginning has been far
more importpnt than the prosecution of the violation of
any pprticulnr statute because Carroll's testimony
before the Grand Jury raised the general question of t*-,
prosecution of all offenses ngainst all statutes.
The jury repudiated the defense that lying before a
Grand Jury is commendable if in reference to s Drohi-
bition investigation.
