The bill came out of the House Committee on Judiciary in the closing hours of the session but no vote was taken, though the necessity for increasing the number of judges here was generally con- ceded. Now the proposal is under consideration again. Meantime, Judge Caffey made a statement at the outset of one of his rulings which might well serve as proof that the need for more judges is based on a condition, not a theory'. His opinion, in Louangel Holding Corporation v, Charles Vfe Anderson, Collector of Internal Revenue, begins: This case was argued orally April 24 and the briefs came in May 5..
