In 2025, sea level rise was at the heart of the activities of the IPDM - Por-
tuguese Institute of the Law of the Sea, including its annual conference and
summer school. These two events brought together international leading
experts on sea level rise and international law, as well as many participants
from all over the world.
The IPDM also hosted a meeting to discuss the international legal impli-
cations of sea level rise, which was attended by several distinguished mem-
bers of the former International Law Association Committee on Sea Level Rise
(2012-2024) and the International Law Commission Study Group on Sea-level
Rise in Relation to International Law.
These events were held back-to-back in Cascais, with the support of the
Municipality of Cascais, the Mirpuri Foundation, and the Lisbon Public Law
Research Center of the Institute of Legal and Political Sciences at the Faculty
of Law of the University of Lisbon.
Considering the excellent discussions held during the aforementioned
events, the Editors of the Portuguese Yearbook of the Law of the Sea decided
that the 2025 issue should be dedicated exclusively to the international legal
implications of sea level rise. Consequently, the second issue of the Yearbook
offers readers a unique collection of eleven outstanding in-depth scholarly
articles written by the foremost international experts on sea level rise, to
whom the Editors are extremely grateful for their excellent contributions. The
Editors sincerely hope that this issue may contribute to promote and enhance
further scholarship in this important topic.
This issue of the Yearbook also includes a report by Fernando Loureiro
Bastos on the project undertaken by the Lisbon Public Law Research Center,
entitled Preparing for sea level rise: coping with climate change, rearranging
State territory and searching for mechanisms to deal with conflicts. This
groundbreaking project resulted in many important outputs that emphasized
the progressive development of international law regarding the creation of an
international legal regime to deal with sea level rise.
