The Supreme Court opens the first week of the 1999 term with the first of three cases that touch upon elections. On Oct. 5, the Court will hear a First Amendment challenge to campaign contribution limits established by the Missouri Legislature. To decide the case, the Court must revisit Buckley v. Valeo, its landmark 1976 decision to uphold a $1,000 contribution limit applicable to elections for federal office. RENO V. BOSSIER PARISH SCHOOL BOARD AND PRICE V. BOSSIER PARISH SCHOOL BOARD In two consolidated cases that mix race and politics, the Court must decide whether a redistricting plan that intentionally saps minority voting strength should be denied preclearance under sec- tion 5 of the Voting Rights Act. The Clinton administration and a local NAACP chapter say yes; a Louisiana school board says no. The Oct. 6 arguments will mark the cases' second appearance before the Court, which ordered rearguments following the first round of oral arguments last April. RICE V. CAYETANO Htawaii's constitution says that only persons of Native Hawaiian ancestry can vote for the nine trustees of the Office of Hawaiian Affairs, a body established to manage the resources of the Native Hawaiian people and advocate on their behalf. A Caucasian living in Hawaii, however, argues that the law is an explicit racial classification that infringes his constitutional right to vote under the Fourteenth and Fifteenth Amendments. The Supreme Court has agreed to hear his arguments on Oct. 6 as well.
