This Number (Fifteen Cents) Fifty Cents a Year THE AMERICAN PRISON ASSOCIATION The 56th Annual Meeting of the American Prison Association was held in Pittsburgh, October 15 to 21. It was noteworthy for the Variety of topics treated and for the presence and participation of men and women who have had much experience in dealing with crime and criminals. Forty-one of the states were represented. The num- ber of delegates and members, as given on the official roster, was 452. The President, Sanford Bates, of Boston, in the Annual Address, called attention to the problems now confronting thoughtful penolo- gists. The American Prison Association is a unique organization. Since its inception in 1870, with the exception of the year 1918, it has held a Congress every year for the intervening fifty-six years. It meets not alone for fellowship and entertainment; 'its members gather not to devise methods of increasing production or furthering their business hiterests. From its very beginning the purpose of the American Prison Association has been to increase the effectiveness and useful- ness of its constituency as important agents in social imprisonment. Crime is an undesirable thing. The United States of America has altogether too much of it. The ordinary American Citizen easily be- comes impatient with crimes that other people commit and he naturally seeks some short and easy method for reducing the hazards to his life and property. Swift and sure punishment is the slogan that ripples most easily off the tongue of the average citizen, as the sure cure for
