The Appalachian Mountains and the land mass which would become the east- ern United States ad- joined what would be Europe and its Iberian peninsula. It seems fitting there- fore that an Iberian, Juan Ponce de Leon, was to land in Florida some 225 million years later, in 1513, and claim the land for Spain. Other Spaniards expanded the claim to encompass much of the southeastern United States. For three cen- turies, until the Adams- Onis Treaty ceded Florida to the United States in 1819, the Spanish budged the mid-Atlantic rift which had separated Europe and North America. Florida, however, was not a Spanish favorite. There were no precious metals. Soils were relative- ly infertile. The Apalachee and other Indians were not docile. French, British and American pressures were continuous. Florida's importance lay in its strategic location astride shipping lanes. Our era of leisure and air conditioning has changed all of this. Watching the lift-off of a space shuttle reminds us that Florida's strategic impor- tance has not diminished. However, Florida also is now a favorite play- ground. On November 8 through 10, 1985, our Section will enjoy one of the sunshine state's loveliest sandboxes, the Boca Raton Hotel and Club. A beach, golf - courses, tennis courts, . harbor inlet, attractive facilities and South Florida weather will be a. awaiting. On Friday, November 8, knowledgeable panelists will explain statutes, regulations and decisions on hazardous wastes. Then, in open sessions on Saturday and Sunday, November 9 and 10, the Section's Council will address the great Potomac rift which is re- facing the federal procurement world and the issues this is generating. All are invited. Bring your binoculars and telescopes. Through these you might be able to see a dim, hazy celestial patch-Halley's comet. (One of the best chances to see the comet will be at dusk nine days later near the Pleiades when the sky is moon free.) During its peri- odic visits, this Marco Polo of the Solar System has witnessed the drift of continents and the vicissitudes of life on earth. Pause a moment to reflect on how different our world was even during the comet's previous visit in 1910.
